The JPI HDHL has the strategic goal to improve dietary quality in an environmentally-sustainable way, based on insights and developments in food, nutrition and the social and health sciences, and to develop evidence-based recommendations and innovative formats for food products. Together with changes in physical activity/sedentary behaviour this should have a major impact on public health, increasing quality of life and prolonging productive life, simultaneously reducing the environmental burden of diet.
The Strategic Research Agenda defines the mid to long term framework for coordinated and structured research activities. The Implementation Plan defines the road map of activities that JPI HDHL and its member countries aim to carry out jointly in a period of 2-3 years. Furthermore thematic action plans have been developed to increase the position and impact of JPI HDHL.

Strategic Research Agenda
The 3rd edition of the SRA provides a framework for coordinated and structured research activities in order to achieve tangible societal impact. It offers individual member countries a solid basis for alignment of goals, objectives and strategies. Though written from the perspective of its members, the SRA can also inspire governments, nongovernmental organizations and industries, around the world, to align their research and policy-making activities.
In its Implementation Plan, the JPI HDHL describes the ambitioned funding and non-funding activities for a set period of 2-3 years.
Area model
In the 2015 edition of the SRA, the determinants of diet and physical activity were combined into one research pillar. However, in the current agenda, nutrition and physical activity are at the centre of the research direction, spanned by three interconnecting and interacting areas:
- 1. Citizens, Diet and Behaviour Measuring, monitoring and changing dietary and physical activity behaviour
- 2. Food for Health Providing safe and nutritious food products for a healthier and sustainable diet, that will contribute to secure a future-proof food system
- 3. Diet, Health and Disease Targeting the mechanisms to promote health and help reduce lifestyle-related diseases.

Implementation Plan
Implementation Plan
The Implementation Plan translates the objectives of the Strategic Research Agenda (SRA) into tangible targets for the next three years and defines concrete funding and non-funding activities that will be carried out by the JPI HDHL in the coming years.
The Implementation Plan 2022-2024 has been developed in a joint effort by the Management Board, Scientific Advisory Board (SAB), and the Stakeholder Advisory Board (SHAB). The following aspects have been identified as being crucial for the success of JPI HDHL and will be addressed in detail in the different chapters:
- Alignment at national, European, and international level including broader engagement and involvement of the member states to strengthen existing and build new partnerships;
- Targeted joint actions to improve the impact of research investments with joint funding activities on key research topics, industry collaboration and by supporting research infrastructures;
- Effective exploitation, dissemination and stakeholder involvement to achieve higher impact of our collective efforts;
- Roadmap for sustainability leading the JPI HDHL to a self-sustainable future in close connection to Horizon Europe.
The implementation of these activities will require commitment and dedication of all involved partners within and outside of JPI HDHL. In order to realize this ambition, activities will be performed in close collaboration with policy makers, (health) professionals and other end users of food, nutrition & health research investments.

Stakeholder Engagement Plan
The core principle of the JPI HDHL is to facilitate coordination between policy makers within the countries involved. This in order to support collaboration between scientists to generate new scientific knowledge, share existing knowledge and expertise, and bring together important datasets in the areas of food, nutrition and health. The outcomes of the Joint Actions of JPI HDHL will create a strong knowledge base for policy within the JPI HDHL countries, the EU and beyond. To ensure that the investments of JPI HDHL can be translated into real health improvements, JPI HDHL works towards an integrated multi-sectoral approach, embracing education, health care, agriculture, environment, food and drink industry, transport, advertising and commerce. Stakeholder engagement is therefore of crucial importance for JPI HDHL in order to deliver on the societal challenge that it is facing.

International Collaboration
International Collaboration
The Strategy and Action Plan aims to provide broad strategic guidance with a view to outlining more specific actions about with whom, how and when to engage at both the strategic (whole-of-JPI) level and operational (joint research action) level.
The paper provides a profile for countries in the Asia and Pacific regions who met the initial criteria; outlines similarities and differences at a country level with respect to their Healthy Diet Healthy Life profile; and identifies some of the anticipated benefits and opportunities, as well as challenges and potential barriers or risks, in engaging with each third country.
The Strategy and Action Plan will explore opportunities for alignment, engagement and collaboration at both the governance, strategic and joint activity levels of the JPI HDHL. The final Strategy and Implementation Plan will make specific recommendations to support the successful and efficient engagement of the third countries in the Asia / Pacific region, and the Americas and Caribbean, that the JPI chooses to target and explore opportunities with.

Communication Strategy
Communication Strategy
The ambition of the communication strategy is to improve and strengthen the visibility of the Joint Programming Initiative “A Healthy Diet for a Healthy Life” (JPI HDHL) JPI HDHL and effectively disseminate its activities and results amongst the stakeholders community. The key stakeholders will not only receive information about JPI HDHL actions and outputs but will also be engaged in actively contributing to the implementation of the JPI HDHL objectives and plans and the realization of its vision.
This update of the communication strategy focusses on how professional communication can:
- support JPI HDHL to achieve its objectives as described in the new edition of SRA and in the Implementation Plan 2019-2021;
- ensure that stakeholders are constantly informed and involved in what JPI HDHL does;
- disseminate the achievements and results of the JPI HDHL achievements;
- effectively engage a wide community of stakeholders.
